One of the oldest restaurants in Panaji serving vegetarian food. We tried Medu Wada, Uthappa, Veg Fried Rice, Chinese Bhel, Crispy Veg, Paneer Chilly, Paneer Butter Masala, Shivsagar Spl. veg, Cheese Garlic Naan, Bombay Pav Bhaji and Jain Pav Bhaji. All the dishes were above average. Yet to try more of the South Indian breakfast and snacks.

I come to Goa once a year and never miss to eat at Kamath, Panjim. This time we reached late and it was already lunchtime and waiting was about 1hr in Kamat. So we end hunting Shiv Sagar, I must say in one word I have new alternative to Kamath. On top polite service, good ambience more better the food was awesome and tasty. What surprised me was the price it was cheap compare to some pathetic food sever in name of veg in Goa. This was like a treasure hunt. I have posted pic of the menu for prices as per today. Must try Thali worth for the cost.

We go here atleast once a month. I get good South Indian food here,best place I've tasted veg food in Goa so far. Coffee and Tea are really good too. Place is clean always. Service is good. Workers are super awesome too.

Very beautiful taste food good service.... Veg food is best and hotel services are excellent...... Reasonable price for food here....... Me and my friends are had dinner here...... I love masala dosa and every time I can I try it, so I've had many since now! The one prepared in this restaurant surprised me since it was red and had a spicy flavour that I had never tasted before in South India. it's slightly hot and the stuffing and the gravies were delicious, though still different from the traditional ones. It's worth to try it if you are around. The price was ok, not really local, but not even touristic.

Cheese Pav Bhaji<br/>It's definitely one of the best Cheese Pav Bhajis in Panjim! A must try for sure!! I love the bhaji, which is very flavourful and has a perfect spice level. The cheese adds a good amount of creaminess, and the butter enhances all the flavours very well. The butter pav, fried to perfection, overall making this an amazing dish!

An average restaurant for the office staff, the South Indian for breakfast and thali is good for the afternoon. Been here a couple of times but FYI the Pav bhaji is not worth it don't try it.<br/>

Goa has very limited pure veg restaurants.. among them shiv sagar is well known.. very average restaurant but decent food!<br/><br/>Had pav bhaji, hakka noodles and idli! All were good in taste..<br/><br/>It is light on the pocket and service is quick!

I wished to give it a negative rating but we don't have that option sad....<br/>So they treat you bad like really bad, we were around 20 people so we settled easily at around 3:30 and they asked us that give the order in one go because they serve till 4, so we gave the order as quickly as possible and all in one go but what we got? All chapattis were poorly backed, they were cool and we asked them to take back and at least warm them but their reply was "yahi hai jo hai", (english translation - this is what we have). Woahhh and thats it when we decided we could hold more and we got up from there and on complaining to the manager, he was also very rude and asked us to go, we went out after paying for all the stuff that we had ordered.  Everything is OK but at least you should know how to talk.

Panjim has very few quality veg food options and this definately has to be the best.dont go there for ambience n al,but if you want to have excellent vegetarian punjabi food,New Bombay shiv sagar is the place to be.Dal tadka and Veg Dilruba are the hot favourites.The chinese thali is also a nice quickie option.

It was late evening and raining. I was hungry and tired of walking. I was looking for a place to eat and I read this board and thought that anything shiv sagar should be good. So I walked in. <br/><br/>Nothing to write about ambiance. Small place with big menu. I settled for north Indian thali and it was good. Three curries, two big wheat rotis. Nice daal and plate full of rice in 120 bucks. Of course there is papad, curd and sweet too. (See the photo, don't you feel hungry already?)<br/><br/>I think my positive experience is not because of anything extra ordinary but about being served what I was truly hoping for - good taste and quantity. You know how you go to restaurant in south India and regret ordering north Indian dish because they don't taste anything north (and vice versa)? Palak paneer which is a standard north Indian fare was a surprise, it had tadka of curry patta and jeera! It tasted good. And I'm forever thankful to restaurants who serve wheat rotis (and not maida roti) as a standard. So overall it was a great meal. I can't talk about rest of the items but this thali is worth a try if you want complete meal without spending much on separate items.
